Felony vandalism and arson investigation underway in Paso Robles

PASO ROBLES — A Paso Robles man was arrested Tuesday following a lengthy standoff stemming from reports of vandalism and a small fire at a multi-family residence on Vine Street, according to authorities.
Shortly after midnight on Dec. 9, downstairs tenants in the 1400 block of Vine Street called 9-1-1 to report that the upstairs tenant was breaking windows, yelling, and flooding the building. Responding officers identified the suspect as Michael Mogge, 55, of Paso Robles.
Officers and a crisis negotiator made repeated attempts to communicate with Mogge, but he refused. During the standoff, Mogge allegedly threw items from the upstairs windows, broke additional windows, and started a small fire on an upstairs balcony, which later burned out on its own.
Police secured the area and maintained watch into the morning hours. At approximately 9:30 a.m., Mogge resumed throwing items from the residence and continued to refuse contact with police, family members, and mental health professionals.
Detectives obtained arrest and search warrants. After chemical agents and diversionary devices failed to prompt Mogge’s surrender, officers, assisted by the Paso Robles Fire Department, entered the residence around 1 p.m. Mogge attempted to flee by jumping from the roof, injuring himself in the process, and was taken into custody.
He was treated at a local hospital before being booked into San Luis Obispo County Jail on charges of felony vandalism, arson, and resisting a police officer with violence.
