Paso Robles expands city council meeting access with bilingual agendas and AV upgrades

PASO ROBLES — The City of Paso Robles is enhancing public access to City Council meetings to comply with Senate Bill 707, which updates California’s Ralph M. Brown Act. The new requirements took effect this month for cities with populations of 30,000 or more.

Starting now, City Council meeting agendas and participation instructions will be published in both English and Spanish. This meets the law’s mandate to translate into any language spoken by at least 20% of residents — Spanish is spoken by about 24% of Paso Robles residents. The English version remains the official, legally controlling document. Full agenda packets (staff reports and attachments) will not be translated.

Agendas for the Planning Commission and Development Review Committee will also be provided in Spanish, continuing the city’s prior practice. Translations are generated using online tools as permitted by the law. Members of the public may post their own translations on a designated bulletin board at City Hall (these will not be reviewed or endorsed by the City and must be accurate direct translations).

The city already offers two-way telephone participation for remote listening and public comment, exceeding basic requirements. A current renovation of the City Council Chamber will add upgraded audiovisual equipment and a live camera feed, improving the remote viewing experience beyond the current audio + presentation materials broadcast.
