Paso Robles Police remind residents of E-Bike and Electric Motorcycle Laws

PASO ROBLES — The Paso Robles Police Department is reminding residents to understand California laws governing electric bicycles and electric motorcycles as the vehicles continue to grow in popularity throughout the community.

Under California law, electric bicycles are divided into three classes. Class 1 e-bikes provide pedal-assist only and stop assisting at 20 mph. Class 2 e-bikes may be powered by pedal-assist or a throttle and also stop assisting at 20 mph. Class 3 e-bikes provide pedal-assist only and can reach speeds of up to 28 mph before assistance ceases.

Police officials noted a recent increase in the use of electric motorcycles designed for off-road riding. Unlike e-bikes, these vehicles do not have operable pedals and are not legally classified as bicycles. As a result, off-road electric motorcycles are generally prohibited from operating on public streets, sidewalks, bicycle paths, and trails. Violations may lead to enforcement action, including vehicle impoundment under California Vehicle Code Section 22651.08.

The department said it will continue educational efforts and enforcement of state and local laws to help keep roadways, sidewalks, and trails safe. Parents and guardians are encouraged to review the rules with their children, as many violations involve juveniles and young adults.
