City Releases 2025 Business Climate and Economic Outlook Survey Results

PASO ROBLES — The City of Paso Robles has released the findings of its 2025 Business Climate & Economic Outlook Survey, offering insight into current conditions, challenges, and opportunities facing local businesses. The survey was distributed to all active city business license holders and serves as a key action item within the City Council–approved Economic Development Strategic Plan.

According to a press release from the City, results show Paso Robles continues to be viewed as a strong and favorable place to do business, with respondents rating the local business climate significantly higher than statewide conditions. While overall confidence in the local economy remains steady, businesses expressed a more cautious outlook for the year ahead, citing rising operating costs, workforce challenges, and broader economic uncertainty.

High operating costs, including rent, insurance, utilities, and inflation, were identified as the top concern, followed by workforce availability and regulatory complexity. Hiring conditions remain tight and largely unchanged from 2024. While the percentage of businesses planning to increase staff stayed the same as last year, the number anticipating staff reductions more than doubled, signaling increased caution heading into 2026.

The survey also highlighted Paso Robles’ predominantly small business economy, with most respondents employing fewer than 10 people. Businesses pointed to growth opportunities in tourism diversification, population-driven services, and emerging sectors such as aerospace, technology, and advanced manufacturing—areas aligned with the city’s long-term economic development strategy.

Respondents reported moderate but improving satisfaction with city support and communication, noting fewer negative experiences than in the previous year. While businesses expressed appreciation for ongoing economic development efforts, they also emphasized the need for continued improvements in permitting efficiency, transparency, and outreach.

“We value the candid feedback provided by our business community,” said Paul Sloan,  Economic Development Manager. “These insights help guide our ongoing work to  strengthen Paso Robles’ economy, support local employers, and ensure that our policies  and initiatives reflect real-world needs and opportunities.” 

The city will use the survey results to advance goals related to business retention, workforce development, infrastructure investment, and economic diversification.
